Official Background Checks in Tennessee
The Tennessee Open Records Information Services, or TORIS, is the public name-based check from the Tennessee Bureau of Investigation. A request costs $29 and is nonrefundable. It covers Tennessee criminal history built from misdemeanor and felony arrest fingerprints plus dispositions reported to TBI. It does not include aliases in the public query, and juvenile information is excluded unless the case was transferred for adult prosecution under Tennessee law.
TORIS is broader than one Sullivan County court file, but it is less detailed about the local case. Tennessee Applicant Processing Services uses IdentoGO or IDEMIA fingerprints only for categories authorized by law and requires the requesting agency's OCA code. It is not a public walk-in substitute for TORIS. A person reviewing their own national record may instead use the FBI's fingerprint-based Identity History Summary process, which costs $18.

Sullivan County TORIS Record Search
The first TORIS screen identifies the requester rather than the person being searched. Accurate requester contact details matter because confirmation is sent by email. Mail requests accept money orders, cashier's checks, personal or business checks, Visa, MasterCard, or Discover. Cash and American Express are not accepted. TBI estimates a seven-to-ten-day hold for a personal check to clear. A person disputing their own match follows a separate fingerprint-comparison process and pays $24 by cashier's check or money order.
Kinds of Criminal Records
A Sullivan County record should be read by stage. Police incident and arrest reports describe the initial event and alleged basis for custody. The county correctional system then creates booking and custody fields. General Sessions or Criminal Court files show the charge that was filed, each docket event, and the final disposition. TORIS pulls supported arrest cycles into a Tennessee-wide repository history. None of these products is a complete substitute for the others.

Police reports stay with the agency that made the record. A Bristol, Kingsport, Bluff City, Johnson City, or Tennessee Highway Patrol report should be requested from that agency even when a later booking appears in Sullivan County.

Use the judgment to confirm the final offense, class, and sentence. A charge shown at intake can be amended, dismissed, or replaced before the case ends.
Sullivan County Criminal Record Gaps
Official systems may disagree without either page being fabricated. TBI reported that in fiscal year 2020-21 it received 394,847 dispositions, processed 377,148, and rejected 34,590 because data were missing or could not link to an arrest. That statewide processing evidence explains why a final Sullivan County judgment can be more current than a repository cycle. A misspelled name, fingerprint-linking problem, delayed report, later expungement, or local-only case can also create a gap.

Tennessee Public Access Laws
The Tennessee Public Records Act gives Tennessee citizens a right to inspect and obtain copies of open government records, subject to other confidentiality laws. Inspection may be requested orally or in writing and is ordinarily free. A copies request can be required in writing. Restricted, Sealed & Expunged Records
Tennessee uses the term expungement, also called expunction. Qualifying dismissals, nolle prosequi outcomes, no true bills, not-guilty results, and arrests released without charge can be eligible without cost to the defendant. Sullivan County Correction Records
The TDOC Felony Offender Information Lookup, known as FOIL, covers people currently or formerly in state felony custody or supervision. A result may show a photograph, status, location, offense, sentence, parole-hearing status, and release information. FOIL can also reflect felony probation or parole. It is not a county arrest search, and a person transferred from the Sullivan County jail may leave the local roster before appearing in the state system.

A sentencing court file remains the best source for the ordered probation term, violation warrant, motion to revoke, or revocation result.
